What is EECAP?

What happens when a member of a family becomes seriously ill or dies?  This is a question claimants filing for EEOICPA compensation deal with daily.  The Energy Employees Claimant Assistance Project is one response to this question.  EECAP was formed by family and friends of a claimant to help other families get through this difficult and cumbersome process.

EECAP is a 501(c)(3) non-profit organization formed to help claimants with EEOICPA claims.  EECAP is an independent organization and is not affiliated with any government agency.

EEOICPA is a complex and difficult program for many claimants to navigate.  Each agency involved has its own vocabulary and requirements.  As a claim progresses Claim Examiners change and the claimant must deal with a new people of varying abilities.  It can be hard to understand what evidence is needed to prove a claim or figure out where to find it. 

Under EEOICPA the "burden of proof" is on the claimant.  This means that it is up to you to locate the evidence necessary to prove the claim.  Since the work done by most nuclear workers was secret often survivors have no idea where to begin looking.  The agencies involved do not assist claimants much with this.  Often, valid claims are disallowed because the claimant has no idea how to find the evidence needed.   Sometimes claimants have their claims denied because of mistakes the agencies made.  Many claimants give up in frustration and do not receive the compensation they deserve and need.

Referring claimants to other agencies, attorneys,  or advocates with specialized knowledge to assist with claims.
Assisting other advocates and agencies help claimants.
